[Minios-devel] [UNIKRAFT PATCH] build: Execute lib-specific targets after fetch.

Modified the build system such that lib-specific targets may be executed after 
fetch.
Added a new directive for post fetch lib-specific targets: UK_POST_PREPARE.
This fixes the problem where micropython does not build with the staging branch 
of unikraft.
Changes are backward compatible because they don't modify the pre-exsisting 
features.
