Simon highlighted the issue in Makefile.uk. It uses CONFIG_ICU instead
of CONFIG_LIBICU. Once this is fixed, everything works OK. Like this:

CINCLUDES-$(CONFIG_LIBICU)   += -I$(LIBICU_SRC)/i18n
