roughly, yes. to elaborate-- start VBox, create a 64 bit linux VM, install 
Ubuntu 13.04. then use the ubuntu packages to install Xen in that VM-- 
something like "sudo apt-get install xen-hypervisor-4.2-amd64".  (though that 
was for raring; i notice from the package list that saucy has 4.3 now.)

you end up with ubuntu 13.04 in dom0 on xen 4.2, and you can use xl (or 
whatever) to create mirage (or indeed, any other you want) VMs given a vm image 
and a config file.
