Indeed, the order in which the tag -tag and -tag-line predicates are taken into 
account doesn't seem very reliable ...

I've tried the following and it seems to work better:

SYNTAX = -tags "annot,bin_annot,strict_sequence,principal,thread"
SYNTAX += -tag-line "<static*.*> or <main.*>: -syntax(camlp4o)"
SYNTAX += -tag-line "not (<static*.*> or <main.*>): syntax(camlp4o)"

I've opened https://github.com/mirage/mirage/issues/405 to track that.
