I think we should mention this in the blog post for the Xen 4.4 release, but 
it's not really suitable for the press release. It's already too long and needs 
to be simplified

I think we could reasonably say that the ability to implement the boot protocol 
using existing u-boot features (specifically the "fdt set"
command) counts.

Yes, we should declare the Xen ARM ABI stable in 4.4.
