[Publicity] Changes to the publicity list

Hi all,

in line with a proposal I made a few weeks ago, I
* Removed the public archive (it is still accessible from the URLs, if you know 
the URL)
* New list membership subscription now requires approval
* Purged all e-mail addresses which are not active Xen Project community 
members or past contributors to the blog or other PR
* Updated https://lists.xenproject.org/ accordingly

This means that the list is now safer to use from the viewpoint of general 
publications for the project. 

However, for stuff which is confidential or where we need a news block-out 
until a certain date (e.g. for press releases), this list should not be used. 
But it should be fine for most blog post, contributed articles, etc.
