Anthony: fail to suspend - when Linux is booting and when OS is trying to
spawn the guest.

I saw the following notification in the #openstack-nova channel but
haven’t investigated.  Looks like a bug in libvirt+xen with newer libvirt
versions than used in your CI.
Launchpad bug 1670522 in OpenStack Compute (nova) "TypeError booting
instance with libvirt+xen in _create_pty_device with libvirt>=1.3.3"

I don’t know anything more than that, so if it’s OK with you I won’t plan
