[Wg-test-framework] Newer xen for the test servers?

Noting that the serial VMs don't want to come up, I was wondering if
it's due to running 4.1.4 xen (with the xl toolstack). Havning seen one
bit of wigginess (with the parser), I wonder if it has issues with PCI
passthrough (the serial VMs being the only ones that use it and
the only ones failing to restore on reboot).

Should we be running something more recent (say 4.4 or 4.5)?
We could test this on gateshead, which isn't in active service (by
"active" I mean it's up, but not being used as long as newcastle is
running).

In the meantime, it means that on reboot we may have to a) restart
the serial VMs by hand or b) create yet-another script to start them
up explicitly (and remove them from the xen/auto directory).

Just wondering...
