IIRC we can't set DO_POWER_PAGEABLE on a device that is in the path to the 
system disk (or page file) can we?

Oh, my apologies. We have those power threads when we're running as a filter 
driver and hence can't set DO_POWER_PAGEABLE.

Would be nice to get rid of them, set DO_POWER_PAGEABLE in our PDO's etc etc 
....

I'll see if machine gets any happier without xenfilt power handling code ... it 
*should* do ... at which point, might not need those power threads.
