[Xen-API] What value is VM_metrics.get_VCPUs_utilisation returning?

Hi gents and ladys.

Just wondering what VM_metrics.get_VCPUs_utilisation is returning. The
type is a float but is this the cpu usage or is it CPU-time ?

Donno what type of algoritm i should use to get things working.
