[Xen-API] [PATCH 0 of 4] Add small amounts of autoconf to make xen-api-libs.hg easier to build

Add small amounts of additional autoconf infrastructure to make xen-api-libs 
build conditional on: xen, XS_RESTRICT, devicemapper, cdrom ioctls and xmlm.
