[Xen-API] [PATCH 0 of 4] Reduce the number of unnecessary xenstore accesses and hypercalls in xapi and squeezed

Reduce the number of unnecessary xenstore and hypercall queries in xapi and
squeezed. When simulating 100s of domains it's clear that a lot of unnecessary
traffic is being generated, slowing everything down (in particular xenstored)
