if the Install Wizard still shows up that means that the drivers are not completely installed yet. In my case a backup agent that belongs to the backup software "shadow protect" blocked the VSS (volume shadow service). Consequently the Xen Guest Tool Installer could not install it's VSS drivers and therefore the whole installation hung (at least I assume that's what happened).

Yesterday was at least 4 reboots.

Are you sure the installation of the xentools has been finished? Installation of the tools requires several (in my experience up to 5) reboots, before all drivers and tools are being installed completely.
