[Xen-API] set vcpu alive, vcpu utilisation is 0

Hello,all
 
I want to modify VM's vcpu when VM is live. By calling vm.setVCPUsNumberLive provided by xenserver java 6.1, I has increased VM's vcpu number successfully. What bother me is that the newly added cpu's utilization is 0.0 while the other cpu's utilization is 0.9x. It seems the newly added cpu has not been used. Why is that?
I setup xcp1.6 in Ubuntu 12.04 64-bit.
