I think you mean QEMU. Is it right?
To run Xen-ARM in QEMU, you need to add a BSP for QEMU-supporting target (e.g. ARM Integrator/CP, ARM Versatile baseband) to Xen-ARM. Currently Xen-ARM supports the i.MX21 target. (You can check out the i.MX21 BSP in xen/arch/arm/arch-imx21 directory.)
