Xend is not likely receiving or acting upon the VIRQ received from the shutdown.
 When xm list is received, it will query the active domains and notice the
domain was shutdown and take the proper actions.

In the future, Xend should probably awaken every few seconds and check if any
domains have changed status.  This adds considerable robustness to the reaping 
code.
