/etc/init.d/xendomains waits for domains to shutdown, but does not timeout and
issue an "xm destroy" for those domains that refuse to shut down (e.g. domU
kernel not configured to listen to "xm shutdown" commands). 

A domU guest filesystem can thus influence the behavior of dom0 shutdown, which
can leave a colocated server inaccessible after a reboot command is issued. 
This dependency violates isolation principle between domU and dom0.
