I checked to see if this behaviour appeared as well on a 2.6 kernel. I used a 
Xen box I had lying around 
running kernel 2.6.12-1.1398_FC4xen0.

Described behaviour did not occur:

[root@localhost ~]# ifconfig eth0 mtu 1506
SIOCSIFMTU: Invalid argument
[root@localhost ~]#
