This may be fixed in today's build:

# time sleep 5
                                                                               
                              
real    0m5.002s
user    0m0.000s
sys     0m0.000s

I am also getting accurate domain vcpu util reporting.  

Not sure which changeset fixed this.  I will close this bug an reopen if  see it
agian.
