Console log would be very helpful.

Please rule out any obvious problems such as incorrectly specified root
filesystem, etc.

Setting the 'noreboot' Xen option may be useful if you don't have console
logging enabled.  It prevents automatic rebooting of the system and will let you
see any Xen / XenLinux error messages.
