I recreated your symptoms but I think this is a usage error.  I think you need
to start the domU with the maximum memory and then shrink it.  I don't think
that it's possible to grow it bigger than the initial size. I did successfully
start a domU with 256 and shrink to 128 and then grow back to 256 again.

This makes the intent of the memory and maxmem parameters in the config file
somewhat confusing w.r.t linux guest domains.

My guess is that the code is currently working as designed.

I'm assigning back to xen-bugs because I've been assigned to work on something
else.  The work remaining to be done here is to verify that this use-case is
not intended to be supported and I guess to decide whether it should be and
perhaps improve the docs in this area.
