My patch wasn't quite good enough and broke blktap but jchesterfield has
committed a fix in cs 10887 which correctly fixes this bug.  I have briefly
retested with cs 10889 and the enforce-dom0-cpus test no longer hangs.

Please check you are satisfied with cs 10889 an above and close the bug.
