Guest OS: RHEL4u2 XenU
Change Set: 11265 xen-ia64-unstable
Hardware: Tiger4
MT: enabled
Sceduler: Credit

Bug detailed description:
--------------------------
Sometimes "xm list" will meet "Error: Device 769 not connected". But after we
do "xend stop" and "xend start", the "xm lis" will be normal. But xenU can not
be created again.

This bug can be easily reproduced, if create 4 xenU domain at the same time.
With this "xm list" issue, 1~2 of total 4 xenU guests can not boot up. 

Sometimes it will also happen in 2 or 3 XenU coexisting testing.

Reproduce Steps:
--------------------------
1. repare 4 XenU config and disk image.
2. use xm command to create 4 xenU guests at the same time.
3. sleep 30; xm lis
