If "xm vcpu-set 0 5", then "xm list", I can observe Domain-0 still get 16 VCPUs. But if " xm vcpu-set 0 3", I can observe Domain-0 get 15 VCPUs, "xm vcpu-set 0 2", Domain-0 get 14 VCPUS.
