For a box with 16 CPUs, "xm vcpu-set 0 <vcpus>" command doesn't work well.
If "xm vcpu-set 0 5", then "xm list", I can observe Domain-0 still get 16
VCPUs. But if " xm vcpu-set 0 3", I can observe Domain-0 get 15 VCPUs, "xm
vcpu-set 0 2", Domain-0 get 14 VCPUS.
It seems that "xm vcpu-set 0 <vcpus>" can only work well with a box whose CPUs
are not more than 4.
