running OpenBSD as an HVM guest produces this error message every 10 seconds or
so:

re0: watchdog timeout

this stops the network for a few seconds every time it happens, so it makes
this 
network interface very slow.  Using the ne2k_pci interface works fine (but
limited to 10Mbps).  

I think the problem is with the rtl8139 emulation not providing watchdog
information as expected by OpenBSD.
