Bug detailed description:

When we try to install FC7-ia32pae to the guest, we found the guest can not
boot up from install-
ISO with vcpus=2, pae=1, acpi=1 and apic=1.
We tested other combinations of the four parameters and found only "vcpus=1,
pae=acpi=apic=0" can 
do installation successfully.

Reproduce steps:
----------------
1. Prepare a 4G blank disk and 32bit FC7 installation ISO
2. Create the guest from the ISO, choose graphic install (test also has this
issue)
3. It will stop at the picture very soon.
