Windows server 2003 doesn't support any of the virtual NIC devices currently in
QEMU.  There is an eepro100 virtual NIC in upstream QEMU, and Intel is working
on getting that functional with Windows (already works with Linux guests). 
Until then, our only networking solution for a Win2k3 guest is PVonHVM drivers,
which are not readily available.
