It seems to me that it's just an arbitrary limit that qemu uses to as to just
use a static array, and it may be increased.

There is a limit through the default mac address:

   macaddr[5] = 0x56 + nb_nics;

To my knowledge there is no rule for the last part of a MAC address, so that
should already work for up to 256 nics.

There is also a limit of 6 in ppc_prep.c for ne2k ISA devices, but people
probably will just use PCI :)
