This is _absolutely_ happening on the latest version of Xen.  No changes have
been made to the method of timekeeping in a while.

(I haven't had anytime to look into this further.  Xen timekeeping is horribly
busted IMO -- it's going to take a significant effort to get it right.  Having
said that, there are band-aids we could apply to make the window that this
happens in smaller ...)
