on both 32pae and 32e, if vtd is enabled, when we create guest (even without
vtd assignment), domain0 hangs immediately, no error printed to serial port. 

If set iommu=0 in grub, we can create guest successfully.

Reproduce steps:
----------------
1) install c/s 17748 on stoakley machine
2) reboot machine to domain0
3) prepare one guest image file
4) create guest
