I've created a new Windows 2003 machine. This one from scratch on my Dom0. This
new mahine works as expected, from 1 vcpu up to 8. No problems.

The old hvm machine was migrate from an old Dom0 running a Intel Core 2 Duo.
Could this be the source of the problem?
