Using a Dom0 kernel disables the selection of P-States in kernel cpufreq
(Frequency Scaling) config (while leaving Powernowd enabled).

Booting in such a kernel sets the CPUs at their lowest P-State.
Xenpm is able to manage C-States but not P-States, and even leaving cpufreq to
dom0-kernel doesn't bring back the P-States.

Commenting the external processor depend in drivers/cpufreq/Kconfig enables the
selection of P-States, but compilation fails, since cpufreq is defined both in
xen and the kernel itself.
