I tried the current XEN 3.3.1 Hypervisor with the same results. If I change the kernel of Dom0 from 2.6.26-2-amd64-xen to 2.6.18-amd64-xen, the shutdown DomUs will be destroyed with dom0_cpus unequal to zero.
