Bug detailed description:

After cpu/memory hot-add, I try to create a VM with 20G memory. I met critical
crashes. I test twice, and I meet it 2 times. the crash point are different,
one is when I create a guest, another crash happens when I destroy the guest.

If create a 20G guest without cpu/memory hotplug, this issue never appears.

Reproduce steps:
----------------
the reproduce is a little complicated
1. power off NHM-EX and plug off the 2 power supply.
2. offline cpu2, cpu3 and cpu4(push the cpu jumper trigger), remove the
attached memory on cpu3 and cpu4. 
3. boot NHM-EX into xen
4. push cpu4's jumper to hot-add cpu4, then cpu3
5. hot-add memory to cpu4 and cpu3
6. push cpu2's jumpber
7. enable all available cpus
cd /sys/device/system/xen_pcpu
for c in xen_pcpu*
do
   echo 1 > $c/online
done
8. create a VM with 20G memory, make sure the new added memory will be
accessed,
try do more actions in guest. if you did not meet the issue, you can create
larger guest, and run memtest in guest.
