Bug detailed description:

With latest Xen, when we assign 2 NICs to guest, the guest may hang when
booting. Sometimes even the guest is up, it may hang after a while. When we
assign 1 NIC to guest, there is no such issue.

There is no error log when guest hang with 2 NICs assigned.

The xm list shows:

Reproduce steps:
----------------
1. Create a guest with 2 NICs assigned
2. Reboot the guest for multiple times
3. Guest will hang when booting
