Bug detailed description:

In our nightly test, we found boot multi-guest concurrently takes more time
than before. After investigation, we found it spend more times in bios before
go to grub(about two minutes). And we didn't see any defer when boot single
guest at a time.
This should be a regression. we checked it with changeset 22277 and didn't see
this issue.


Reproduce steps:
----------------
1.install latest xen 
2.prepare two config of hvm
3.using xm cr to create two guest concurrently


Current result:
----------------
takes more time to bootup

Expected result:
----------------
bootup as normal
