Bug detailed description:
--------------------------
For the xen-unstable(c/s22956).we assigned PCIE/PCI NIC, PF, VF or USB
device to guest and create it .when we poweroff the guest,it was failed to
disappear.

Reproduce steps:
----------------
1.assigned PCIE/PCI NIC, PF, VF or USB device to guest in config  file
2.create guest by using config file.
3.poweroff the guest,we seen it was failed to disappear.
