[Xen-changelog] Better default for dom0 memory.

        Better default for dom0 memory.
        
        Add Xen cmd line parameter to set max number of CPUs ("maxcpus"). 
        This doesn't change the enumeration order, so you may wish to use 
        it in conjunction with 'noht'.
