[Xen-changelog] This patch changes the shutdown driver and xend to use strings instead

This patch changes the shutdown driver and xend to use strings instead
of codes for signaling a shutdown request.

Also, we fix the return code for the shutdown notifier, so other
notifiers will get to run ;)
