[Xen-changelog] Fix hw_resend_irq() -- IRQ_PENDING must be propagated back

Fix hw_resend_irq() -- IRQ_PENDING must be propagated back
to evtchn_pending[] bit during irq_enable, or the delayed
callback may never happen.
