[Xen-changelog] [IA64] use is_running_on_xen()

[IA64] use is_running_on_xen()

Now xen drivers use is_running_on_xen() to check whether it runs on 
xen or bare metal. There remains many if (running_on_xen) in ia64
specific codes. This patch replaces running_on_xen with is_running_on_xen()
