[Xen-changelog] [xen-unstable] Allow adding VIF devices to a VM when in halted state. Do not attempt to create the VIF device if VM is in halted state.

Allow adding VIF devices to a VM when in halted state.  Do not attempt to 
create the VIF device if VM is in halted state.
