[Xen-changelog] [xen-unstable] Remove 'netbuf race' debug output - we get tons of these for ballooned

Remove 'netbuf race' debug output - we get tons of these for ballooned
down domains, and there's no way for us to distinguish that from the
(transient) case of network buffers.

Also tidy up comment.
