[IA64] Return ENOMEM if VPD allocation failed

Usually ASSRET() is "(void)0".  Therefore if VPD allocation
fails with xenheap shortage or fragmentation, NULL pointer
access occurs in vmx_final_setup_guest().
This patch fixes it.
