xend: pass-through: Common parse_pci_name()

Share some parsing code between different parts of xm.

This has the side-effect that the device specification for
hot-plug may now include the VSLOT and OPTS as per device
specifictions in the domain configuration file.

  SEQ:BUS:DEV.FUNC[,OPT...]

  e.g. 0000:00:01.00@6
