hotplug: install hotplugpath.sh as data file

rpmlint complains a script helper which is only sourced:

/etc/xen/scripts/hotplugpath.sh

dedicated for
[ 1875s] executables, but lacks a shebang and cannot thus be executed.  If the

[ 1875s] executable bits or move the file elsewhere.
