    docs/rst: Use pandoc to render ReStructuredText
    
    Sphinx uses ReStructuredText as its markup format.  Although missing the
    project wide integration, individual *.rst files can be rendered by pandoc 
to
    suppliement our existing ad-hoc documentation.
