[xen staging] tools/misc: rename xc_dom.h do xenctrl_dom.h

    tools/misc: rename xc_dom.h do xenctrl_dom.h
    
    For being able to disentangle lixenctrl and libxenguest headers
    xc_dom.h will need to be public. Prepare that by renaming xc_dom.h
    to xenctrl_dom.h.
