[xen staging] VT-d: correct off-by-1 in number-of-IOMMUs check

    VT-d: correct off-by-1 in number-of-IOMMUs check
    
    Otherwise, if we really run on a system with this many IOMMUs,
    entering/leaving S3 would overrun iommu_state[].
