[xen staging] update SUPPORT.md for static allocation

    update SUPPORT.md for static allocation
    
    SUPPORT.md doesn't seem to explicitly say whether static memory is
    supported, so this commit updates SUPPORT.md to add feature static
    allocation tech preview for now.
